I'd like to host an active forum, but does Hostmonster regulate the size of a MySQL database and on the number of web surfers visiting per day?
I read a review about a user who used this service and had his site taken down because of "extensive resource usage". Just wondering if something related to this has happened to anyone here, before I can subscribe.

There is a size limit to neither the account itself (web file storage) nor the database size (that I'm aware of).
Resource usage is another, difficult question to answer without getting some straight answers from Hostmonster staff. There are some discussions on the topic floating around here in the forum. I can't remember where they are or I would point you to them.
Bottom line is this: if you are trying to make a *huge* forum, say on a scale comparable to phpbb or smf or Joomla!, then I would recommend you go with with a more dedicated hosting environment. Each of these sites gets well over several hundreds of thousand hits per day (or hour depending ...) ...
... if you are thinking you might get tens of thousands per month, then you might be ok here. My point is, the resource usage you have will depend on the types of activities your users are performing. If they are doing a lot of image uploading/video file sharing, then you will be using many times more resources than someone simply serving static content to their visitors.
Another thing to keep in mind is that one person's idea of "excessive" usage is vastly different than anothers, so the only answer you should listen to is the one given by the person that can suspend/deactivate your account ...
