thank you for replying me
I have receive the reply for the ticket that I have sent to them. The reply was this:
Email lacks opt-out link, and is sending to hundreds of non-existent/bad email addresses. Ensure that spam rules are followed. You will need to resolve the spam issue and when you have done so please let us know so we can re-enable the account for you. Please let us know if you have any further questions.
I talk to them by the live chat and I told them my forum was closed for 2 months, and then i create a new account in your server and i install my forum in my account.
5 days ago i sent emails to all of my forum members to tell them that the forum is return back again and come to visit my forum.
Is these emails considers as a spaming emails??
He answer me:
the problem is your mass emails did not include an opt-out link.
I ask him: what is opt-out link??
Answer:
An opt-out link is a link that allows people to opt out of your mass emails. And you'll need to do some research into it to implement it
I searched about this and still I do not know how to do it !!!
My problem will be solved if I implement a opt-in and opt-out.
Please can you help me how I can implement this thing?? And from where I can do it. from the cpanel or some where else??
thanx for repling me

change the info within the brackets <> and do not include the brackets then paste this onto the bottom of you email:
OPT OUT: To Unsubscribe: If you prefer not to receive future email from <Your forum name>, please mailto:<username>@<yourdomain>
it is simple enough and you dont have to make code for your website to automatically remove them. You should however keep the list seperate and whenever you receive an opt out email, you should remove them from your mass mailing address book and update your forum. it should already have an option for a member to select if they do not want to receive mailings.
you could implement an automated system as well but...

You should also note that the message stated you were "sending to hundreds of non-existent/bad email addresses."
This is one of those major signs of spamming. When lots of email is being sent to accounts that don't exist. . . If I was looking at it, I would assume that you were spamming as well.

If you're serious, get something like Interspire Email Marketer. Yeah, it's not cheap, but it's a great piece of software.
