All of my sites are returning 403 Forbidden errors. What happened?

This sounds like it could be a configuration change in your .htaccess files.
Have you made any changes to this file? Have your turned on leech protection or hotlink protection?
I'm not getting the 403 error in my browsers, but the pages are refusing to load.

Yes, I'm getting the same thing as 'shadmego'.
I don't think any other websites on your HM server have their sites up and running; they seem to be experiencing a similar problem as well. Perhaps it is a server-wide problem for which only HM would be able to fix.
Perform a Reverse IP Domain Check of pevs.org, for example, at YouGetSignal.com (http://www.yougetsignal.com/) and you will see what I mean.

I'm thinking it must be server wide. I didn't make any changes. I just woke up this morning and found everything down. Waiting...
