FTP account priviliges

I'm working on a small magazine and I'm letting people upload all their work onto my server. Creating FTP accounts is not a problem but I need the following in place:

- everyone can upload and make folders
- no-one can delete any items except for me and except their own (a previous member deleted all stuff from the servers)
- everyone needs to see everyone's items and be able to download the files

How is this possible to do? I can't seem to find any place to alter the priviliges of FTP accounts and they would basically need to allow only for their own files to be written, deleted and altered.

Additionally: if it weren't possible to do this, I had in mind to change folder attributes except Hostmonster sees everyone as being part of the same group and as owner :mad:. Why is this? Why not let every FTP account be a different owner? Now there is no way to stop people from deleting everything in the folder they have access to and as a result no way to make people download other people's stuff without letting them delete it too.
