is there a way to install TCL on hm, i tried to install myself but not allowed root access,

No, TCL requires ROOT Access tot he box, with HostMonster you dont get root access, you will need a dedicated or VPS Server to have root access. I am ordering one form Armed Hosting. The proces are very good for Dedicated boxes
