So ive made a front page using dreamweaver -- can any one help a clueless person put this up as a website?
You will need to transfer your site onto your webserver. This is easiest done via an FTP client. There are some freeware out there, FileZilla is one of them. You can also upload your files using the "File Manager" inside the Cpanel.

How do you transfer onto the webserver?

The first thing you need to do is download and install an FTP program. You can download Filezilla at http://sourceforge.net/projects/filezilla/
Once you have installed the program, you need to connect to the server. You will have to provide a server address, login, and password to connect. The server address will be ftp.your-domain.com (replace your-domain.com with your actual domain name).
When you connect to the server, you will see the contents of your computer on the left, and the contents of the server on the right. You will need to navigate to the folder where your file is stored on the left side, and to the public_html folder on the right side. Once you have located the file you want to publish, use the upload function to place it on the server. From there it will be viewable from the web.

i dont have a folder called public_html the closest i have is pubc_ftp
How do i sort this?
