Ok here's the situation. I have dbz rpg. It requires updating every week so to keep things I have updaters. Not every one of them can download an ftp program but i need them able to access the files that require updating. How do I set it up so people can access the file manager without requiring my user and pass to do it?

Without giving them your username and password, there's no way for them to access the File Manager.
There a a few alternates to a standard FTP client, try WebDAV ('WebDisk'); or an online FTP client - a fully featured FTP client that runs completely on a website. I host a public one myself - http://www.linfoxdomain.com/net2ftp/
