I have a download folder that is linked to my homepage for the public to download stuff,I had a look today and it had a adm-cats.php in it ,I didnt install this file .

Could some one please explain to me what this file is? can I delete it? is it malicious.

You can try to go through the CPanel file manager and read the contents of the file in the text editor there. You can also simply delete it without knowing what it's purpose is.

I would also make double sure you don't have public write permissions on that directory.
