Can't add icon to my URL

I've followed the instructions for adding an icon to my URL but it just won't work. :confused:
I added the
<link rel="shortcut icon" href="http://backstreetbistro.net/favicon.ico">
to my index.html in the public_html folder, then uploaded my 16x16 MS icon to that folder (it will display when I open it in an IE7 window from my computer so I think it's OK).
Can anyone offer any advice as to what might be causing the problem?

As noted in other threads regarding this problem, I think it was cache. Although I had tried deleting Temporary Internet Files and Browsing History as well as a bookmark, the icon started appearing after I deleted Cookies, for some reason. I also rebooted but I hadn't actually tried opening the site beforehand so maybe that's not necessary.
