Need help

I'm baffled. I cannot access FTP TOOLs . Latest Java (6.2) installed and checks out fine. There seems to be a PROXY issue. I am not a programmer and very uncomfortable changing files such as those used to change proxy configuration. Nor do I know my ISP proxy address. Also (I have XP) the guide lists to not entirely match what realy happens in my computer. Sure would appreciate help.

I have loaded filezilla. It seems to be up okay, however Hostmonster will not reply to it. Connected but no reply. Tries 5 times. Have tried the suggested firewall work around...passive, not passive. No change. I am so frustrated. I am totally new to this FTP stuff--trying hard to learn. But every corner I turn seems to be adversarial. In cpanel there seems to be very little guidance, especially about publishing. I publish mock files, a bit of text and a line. But nothing ever appears on my domain. I try to publish my files...same thing.

I've been using a computer for years. Have no trouble running sites from windows, but that has some limitations. Need some oldtimers to guide me on this. Much appreciated.
