Need help with this php

Ok so I want to add this php binary or extension or whatever. Anyway, it's a .dll file. I can also get the sources file for Windows.

Anyways, I have tried but have no idea how to install this onto my hostmonster site so any help will be appreciated.

Also, where do I go to edit php.ini?

Is the extension a common one? If so Hostmonster may have it / may install it. If its some strange one, I'm not sure they would....
